    TOPEKA — The governor on Monday signed a bill that bans all drivers from texting while driving.

    The measure allows law enforcement officers to pull over drivers who are sending, receiving or reading text messages or e-mails on their wireless devices.

    Until Jan. 1, officers will be handing out warning tickets, but after that the offense will come with a $60 fine.

    “As we head into Memorial Day weekend and the summer, one of the busiest driving times for Kansans, I am pleased to sign this legislation that will encourage more aware drivers and save Kansas lives,” said Gov. Mark Parkinson, a Democrat, in a written statement.

    The measure, which was passed in the final days of the session, also:

    * Creates a $60 fine for covering a vehicle’s license plate with any material that affects the plate’s visibility or reflectivity.

    * Bars people younger than 18 from operating or riding a motorcycle or motorized bike without a helmet or eye protection.

    * Extends the operational life of a school bus from 20 to 25 years.

    The law goes into effect when it is published in the Kansas Register, which is published every Thursday.

    Parkinson also signed a bill that modifies the state’s drunken-driving laws.

    Under the new law, which goes into effect upon publication in the Kansas Register, drivers convicted of a second DUI will face a year-long suspension of their driving privileges.

    After 45 days, the suspension can be modified to allow the driver to drive in a car with an ignition interlock device to and from work, school, treatment and to the interlock provider.

    After the first year, the driver would not be restricted in where they could drive, but would have to keep the ignition interlock device on the car for another 12 months.

    Davis-Moore is excited to once again be part of the BACK ON TRACK program, with CatchItKansas.com, KWCH 12 and the Kansas CW.  Back on Track is a fundraising program designed for high schools to generate money and improve athletic facilities or purchase uniforms and supplies for their school sports programs.  Davis-Moore feels this is a great way to give back to the community and help improve our youth’s athletic facilities at the same time.  This is the 3rd year in a row Davis-Moore has donated a brand new Nissan Versa as the Back on Track Grand Prize!

    Back on Track is a simple concept, and an easy ongoing fundraiser for any school.  All a school has to do is get donations!  Starting in September of each year there is a monthly prize drawing – great prizes like iPod’s, HD TV’s, KU Football tickets, Missouri Valley Conference Tournament passes and WSU baseball tickets have been some of the monthly prizes so far this year – and every non-winning ticket from September-May is eligible to win the new car in June!  So, donating each month gives you a chance for each prize, along with the chance to win the car.

    Final numbers aren’t available as the fundraiser is still ongoing, but several thousand high school athletic supporters have donated with tens of thousands of dollars having already been raised.  Putting the money to quick use, schools have already purchased items like baseball tops, wrestling singlets, volleyball uniforms, track equipment and another school put money raised toward lighting their football field!  The possibilities are limitless and the amount raised is totally up to the school – as they get to keep 100% of the money raised!

    A total of 21 schools are participating in Back on Track during the 2009-2010 school year:  Andover Central, Bishop Carroll, Burrton Booster Club, Caldwell, Circle, Dodge City, Garden City, Great Bend, Hays, Liberal, Maize High Baseball Backers, Newton High School Dance Team , Victoria, Wichita Collegiate, Wichita East, Wichita Heights, Wichita North, Wichita Northwest, Wichita South, Wichita Southeast and Wichita West.  TICKETS ARE STILL AVAILABLE UNTIL MAY 31!  So, if you would still like to take this unique opportunity to support your favorite high school…call their athletic department to see how you can make a donation!

    Did you know that an estimated 912,938 Americans are living with blood cancers, or that leukemia is the number one cause of death among children under age 20? Did you know that every 5 minutes someone new is diagnosed with a blood cancer and that every 10 minutes someone dies?

    These facts are what drive the Leukemia & Lymphoma Society to be relentless for a cure! The mission of the Society is to cure leukemia, lymphoma, Hodgkin’s disease and myeloma, and improve the quality of life of patients and their families. They are dedicated to funding blood cancer research and they also provide education, patient services and patient financial aid. Of course, because they are voluntary, none of these services would be possible without monetary support from the community.

    One of the Society’s largest fundraisers is the Man and Woman of the Year Campaign and Davis-Moore is proud to have nominated 2010 Candidates Trish Voth and Abe Rodriguez. Abe Rodriguez is a Private Bank Officer at Commerce Bank and has been in the industry for 14 years. In addition to LLS, Abe is the Chair for The Friends of the Wichita Art Museum Board, a Junior Achievement Board member and works with the United Way of the Plains. Trish Voth is a real estate transaction attorney who is a partner with Foulston Siefkin LLP, and has been in the industry for 12 years. In addition to LLS, Trish is the Board President of the Ronald McDonald House Charities Wichita and she is involved with the Andover Rotary, the United Way of the Plains, and both the Wichita, Kansas and American Bar Associations.

    The “competition” was started to honor two children who are currently battling leukemia…this year’s honorees are Gentry Brown of Andover (age 4) and Taylor Heersche of Mulvane (age 12.) Every dollar the candidates raise counts as a vote to help determine the Man/Woman winners, but more importantly it directly affects patients like Gentry and Taylor because with every dollar raised for research a cure becomes more of a reality!
